Proposition 4

Safe Drinking Water, Wildfire Prevention, Drought Preparedness and Clean Air Bond Act of 2024

Proposition 4 goes before California voters November 5, 2024, and would authorize a $10 billion in general obligation bonds for climate resilience, environmental protection and restoration projects, wildfire prevention, water infrastructure projects, and flood protection projects. The state legislature passed the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (SB 867) with a supermajority support, and it will appear on the November 5 statewide ballot.

$3.8 billion for safe drinking water, drought, flood, and water resilience
$1.5 billion for wildfire and forest resilience
$1.2 billion for coastal resilience
$450 million for extreme heat mitigation
$1.2 billion for biodiversity protection and nature-based climate solutions
$300 million for climate-smart, sustainable, and resilient farms, ranches, and working lands
$700 million for park creation and outdoor access
$850 million for clean air programs

$335 million for projects protecting and restoring rivers, wetlands, and watersheds

$20 million for nature and climate education and research, promoting biodiversity and cultural literacy
$1,2 million for wildfire-related programs and projects including:
- $175,000,000 for CAL FIRE’s Forest Health Program
- $185,000,000 for local fire prevention grants and workforce development
- $200,000,000 for forest health and watershed improvement projects
$415 million for:
- Coastal resilience projects and programs
- Grants for beach, bay, coastal dune, wetland, forest, watershed, trail, and public access facility restoration and resilience
- Natural infrastructure projects and projects for the San Francisco Bay Area Conservancy Program
$870 million for grants enhancing fish and wildlife resources, biodiversity, and public access
- $180,000,000 for projects improving habitat connectivity and establishing wildlife corridors
- $20,000,000 funding invasive species projects recommended prioritizing projects that restore biodiversity and ecosystem health
- $15,000,000 for projects protecting, restoring, conserving, and enhancing farmland and rangeland
$200 million for:
- Reducing climate impacts on disadvantaged communities
- Addressing toxic exposure risks from climate-related disasters
$100 million for protecting, restoring, and enhancing natural resources within the state park system, expanding non-motorized trail networks, and improving recreational opportunities
$175 million to address the backlog of deferred maintenance projects within state parks
$25 million for grants supporting nature and climate education, research facilities, nonprofit organizations, museums, zoos, aquariums, and geologic heritage sites
